This book is concerned with the economic aspects of the transition to egalitarian development. The point of departure is the heterogeneity of the poor. It is shown that this makes it difficult for governments to design policies which benefit some groups of the poor without harming others. Moreover, once a redistribution of income has occurred, a series of acute disequilibria are created. The most obvious symptom will be considerable excess demand for wage goods and especially for food.
