Richard Waterman, University of Kentucky Richard Waterman is Professor and Chair of the Department of Political Science at the University of Kentucky. He received his Ph.D. in political science from the University of Houston. He is the author of seven books on the presidency and bureaucratic politics. He also has published articles in such journals as the American political Science Review, the American Journal of Political Science, and the Journal of Politics.
