Donna K. Wells, M.Ed., M.P.A., and Bruce C. Morris, J.D., youth-leadership and safety experts, served as the governor-appointed Assistant Secretary and Deputy Secretary of Public Safety for the Commonwealth of Virginia from 1998 to 2002.
