Adopted at the age of two by Dr. Margaret Phillips, Clifford H. Phillips spent his formative years in northern China, where, along with the Chinese language, he acquired his name Lei Houtian. From China, he returned to the United Kingdom to continue his education. After 22 years in the Royal Air Force, he joined the Foreign and Commonwealth Office in 1963 to serve on the China desk until his retirement in 1980.
