Ephraim Dowek was born in Cairo, Egypt, and immigrated to Israel in 1949 with its inception. He was amongst the founders of a Kibbutz on the Gaza border, but later he transferred to the development town of Beit Shaan and became its first Mayor at the age of 25. He occupied concurrently various national political positions and in 1963 was appointed ambassador to Chad and joined the Diplomatic Service on a permanent basis. He served in various important diplomatic positions both in Israel and abroad: Ambassador to the UN in Geneva and later in New York; Ambassador to Egypt; First Ambassador to India and Head of the Israeli International Cooperation. He also had a short political interlude during which he served as Deputy Mayor of Jerusalem.
