Dr. Alexander I. Leonov is well known in Russia as a scientist and engineer in the field of radar. He was born in the Tambov region of Russia in 1927. For about 25 years he was a senior member of teams that designed and tested state-of-the-art radars for Soviet ABM programs, and now he is a professor at the Moscow Institute of Technology Dr. Sergey A. Leonov is known both in Russia and the West as a bilingual expert in the field of radar and telecommunications. Dr. S. Leonov was born in St. Petersburg, Russia, in 1953. He received his B.Sc. degrees from the Moscow University of Radioengineering, Electronics and Automation (1976); his M.Sc. degree from Kharkov University (1980); and his Ph.D. and D.Sc.
