Eugene Stovall was born and raised in Oakland, California receiving a catholic education. At the age of eighteen, he was invested into the Knights of Peter Claver, after having attended St. Joseph’s College Seminary where he studied for the Catholic priesthood. Later Stovall attended St. Mary’s College, but left abruptly to enlist in the U.S. Air Force where he served as a radio repairman. After being discharged, Stovall returned to academic pursuits, spending a year studying at the University of Lund, Sweden. He received is master’s degree from the University of California at Davis based largely on his research on the Swedish Ombudsman and his Ph.D. in Political Theory from the University of California at Berkeley.
