Framework for Alcohol Policy in Who European Region

Europe has the highest per capita alcohol consumption rate of any WHO region, as well as a disease burden from alcohol which is twice the world average. Alcohol is the third-largest risk factor for death and disability in the region, and the largest risk factor among young people. This publication sets out a policy framework for action to combat alcohol-related problems at local national and regional levels.
